句子结构：It was 主语(I) who+谓语(saw)+宾语(him)+状语(in the street yesterday afternoon.)

it was...who是强调句结构，I是被强调部分。

1.基本句型：It is/was +被强调部分 +that/who +其他部分。

例句：It is by listening to and understanding each other that problems between parents and children can be settled. （强调方式状语）

译文：只有通过相互倾听和相互理解，孩子和父母之间的问题才能被解决。

例句：It was Paul who/that broke the window just now. （强调主语）

译文：刚刚是保罗打破了窗户。

2.一般疑问句形式：Is/Was it + +被强调部分 +that/who +其他部分。

例句：Was it because he behaved badly that he was punished by his teacher? （强调原因状语从句）

译文：他是因为不守规矩而受到了老师的惩罚吗？

3.特殊疑问句形式：疑问词+is/was it that +其他部分 ，疑问词就是被强调部分。

例句：When was it that he made up his mind to take this course?

译文：他是什么时候决定学这门课程的？

4.主谓一致，当被强调部分是主语时要注意主谓一致。

例句：It is I who am responsible for this project. (am和I主谓一致）

译文：是我负责这个项目。

例句：It was not you but he that was asked to gather information for the company. （was是和he相呼应的)

译文：不是你而是他被要求为公司收集信息。

5.含not...until结构的强调句。

例句：It was not until nearly a month later that I received the manager’s reply. （强调时间状语）

译文：直到将近一个月后我才收到经理的回复。

6.强调句可以和其他句子混合使用。

例句：It is the teacher who taught me when I was a child that I am going to visit.

译文：我要去拜访的人是我小时候教我的老师。

7.强调句判断：将It is/was和that/who去掉，再将被强调部分还原至句子本来的位置，如果仍是一个完整的句子，就是强调句，反之不是。

例句：It was six years ago that he went to Tokyo.

译文：他就是六年前去东京的。

解析：去掉It was和that后，He went to Tokyo six years ago仍是一个完整的句子It is/was和that这就是一个强调句。
